    RIGHT TO A SPEEDY TRIAL

    The Indian Supreme Court has hastened the reckoning of New Delhi litterbugs by dispatching 21 magistrates in mobile courtrooms (vans) with the authority to levy fines on the spot. And you thought American justice was fast. Okay, maybe you didn't.
